Export News: ASEAN Moves to Close Digital Divide
Leaders from the Association of South East Asian Nations (ASEAN) have committed to an action framework which will narrow the digital divide in the region.
The framework outlined five acts to execute e-ASEAN and narrow the digital divide among countries and within communities by 2010. Accordingly, each member country will promote digital content and online services and share experiences in building an e-government model for local governments.
Regional nations will also conduct regional coordination drills for a CERT network in the ASEAN region based on each country's CERT centre. They will also set up a cooperation network security framework to accept e-signatures and e-certifications among ASEAN countries, and promote IT training for young people and a committee of IT managers.
The region also will have a fund to promote IT in the region for the 2005-2010 period through a budget of US$5 million over five years provided by $100,000 contribution each year by the group's 10 nations. The fund will funnel its budget into promoting IT development among ASEAN developing nations and into developing and creating an equal digital environment in the region.
ASEAN ministers also approved the information and communication technology (ICT) focus to promote e-commerce and product trading, develop information infrastructure and IT human resources as well as build e-government and e-society in the region. The ministers passed their common announcement on Internet management, based on the common agreement that the government should play a key role in managing Internet services, together with the participation of enterprises, social organisations and technical support.
